For future expansions, just do paragon levels instead of raising the 60 cap

So ESO has a similar system. The way it works, once you hit max level you start getting champion levels. The world will scale to your champion level, up to a certain point, any champion levels gained after that point will increase your power relative to whatever content you are doing. It seems to work well, and people still do the new content…
