I have already completed the achievement “A Sound Plan” but Flynn still does not show up in the Harbormaster office, but instead only shows up by the Expedition map. I have tried everything from abandoning quests, looking for him in other spawn locations, looking for little side quests to see if it will help. I am completely stuck.
Did you ever figure this out? I have that achievement done as well and he is not showing there
