using flight maste wistle does regular animation screen goes dark like you are about to be taken to flight path but then you are just droped back in the same spot, flight master wistle goes on cooldown afterwards

Where did you use it? It can only take you to flight masters you have previously visited - is it possible you don’t know any flight masters in the area?
have literally all flight masters unlocked in BFA
