Did Blizzard just not basically double their development team? Nothing has even come close to the cadence of Legion

No, the alternative is something else.
The problem is that people are accepting this as being “something”, but it’s horrible. Even an entire timewalking season would be better than rehashing the current raids into an entire season.
Just because you can’t imagine anything better doesn’t mean it’s the best solution.

There has always been a big drought from the last raid tier to the next expansion. Fated just fills the gap.
If memory serves me right.
TBC, Legion, and BFA were the only ones that had 4 seasons (if we are not counting fated and such) while all the other expansions only had 3. Of the 3 season expansions, we have had long content draughts at the end prior to the release of the next expansion, with some draughts hitting over a year long.
Looking at history, looking at past expriences, looking at how Blizzard has handled past expansion lead up, you see the trend of either Fated S4 or long S3 with content draughts.
Look at the time line Blizzard presented. When we get Fated, it will be shorter than any previous fated system has lasted. Why introduce a full S4 when we will be cutting it shorter for next expansion (see time line looking at a summer release).
Fated vs nothing is your choices
Legion had the benefit of WoD being scrapped, giving them additional time.
We could have had two tiers in df and a bigger war within if you wanted a repeat of Legion.
I don’t care how this company is managed.

Don’t worry, there will be a 10.3.5 patch just like todays to hold you over.
Wotlk had 4 seasons also.
tiers 7 8 9 and 10.
although tier 7 was partially a fated tier. kind-of.

Maybe my mind is going, Legion and BFA sure, but maybe it was WoTLK not TBC and I got them mixed up in my mind. Or maybe both, argh ill have to double check when i get home.

No we didn’t. In WOTLK, the gold standard of WoW because it came out when the average WoW player was 12, had almost a year of ICC.
afaik the development teams are working horizontally. So they already have teams working on Midnight and TLT atm.
TBC had a … very strange tier 6.
it started out 5-piece and it grew to 8-piece in Sunwell. with higher ilvl so it was borderline t6.5 merged into t6 bonuses.
it was technically 3 tiers though.
