Well, the lore reason the Fallen Charger can’t fly, I assume, is simply because it doesn’t have the power. A simple fix would be to give it flying, thereby changing the lore.
Avoiding the yucky diva responses, I agree OP. Seems weird that a ghost horse can’t fly when you take into consideration Blanchy, the Ghastly Charger, etc. Maybe it’ll be changed in the future.
Imagine feeling like every thing you see in wow is a problem that blizzard needs to “learn a lesson” on. Literally the most Trivial thing I’ve seen problemematized in a while. Then when not everyone jumps on it you go straight to the "imagine opinions " card… ironic

I read the flavor text in the mount collection. It says “Its ethereal spirit is barely contained by its iron shell. The penultimate creation of Salanar the Horseman, these powerful steeds were once thought to have all been destroyed.”
In case you don’t know who Salanar is, he’s pretty much the guy that sends your Third War Death Knight (Y’know, non-allied race DKs) to rob a horse (Even babies!) and then he sends you into the Shadow Realm to kill the Rider Inside. A member of the Ebon Blade.
So from a design perspective, since it’s an ethereal spirit, much like any other powerful form of ghost horses, could fly. I suppose. It’s probably ultimately the way the mount is designed.
Possibly, the flavor text just states that it rides. Only edgy and filled with spikes, torment and bondage.
