Ok, so I changed factions the other day, after the 8.3 patch dropped, and the request was completed. So, I logged in to discover the Tides of War quest auto popped up. I accepted, however, when approaching the throne in SW the 8.3 scenario was only available, thus preventing me accessing the Boralus content. So I submitted a ticket and tried everything other players have stated on the forums to no avail.
Fortunately, I decided to continue the quest line for the cloak and after accomplishing the Uldum Accords quest, I went back to SW and the Tides of War Council scenario began.
Hopefully, this will help others.

Do you recall if you started the quest line before you faction changed or was this right out of the gate?
I had not started the 8.3 quest line before making the change. I did accept it once it popped up, so perhaps that overrides the Tides of War scenario. Still, there are other quests, Speakers Imperative, that I cannot access, but I assume this was already taken care of since I accomplished that long ago.
Also, I no longer have the title “Veteran of the Fourth War” after making the change.

Can confirm this solution has worked for me as well.
Some things to note: I had already completed all of the available 8.3 quests prior to the faction change, the only relevant quest I had was the one from Wrathion to give cloak upgrades from Horrific Visions. He gave this back to me when i first entered the throne room after transfer. Magni also gave me the quest to kill N’Zoth back once i found my way over to the chamber of heart. After doing this, i went right back to Stormwind and was able to attend the war council for tides of war, allowing me to open up Boralus fully.
I just did this. I had the quest to use the orb to do the instance and I abandoned that quest. I had another one to return to the Heart Chamber to turn in a quest and I turned that one in. After I had no more 8.3 quests it worked.
