Correct. The bug is solely from them reinitializing some of the prepatch conditions when they implemented the fix for the tabard quest in Blasted Lands. This caused them to recheck bags to see if players had a 100% mount purchased, and gave them the appropriate riding skill as this happens in the transition from Vanilla to TBC. It has absolutely nothing to do with boosted characters. Had a player who leveled themselves bought an AV or similar mount before the fix was implemented, they’d also have been given 150 riding skill.

this happened ONLY if you had an epic mount (but not epic training) in your inventory during the last maintenance. When the servers came back up after that maintenance you would have epic riding. This was likely the result of them running the prepatch startup script again to fix the event that ended early and the side effect was some people got mount training.
This wasn’t something that could be predicted and hasn’t affected anyone that bought an epic mount since maintenance.
Gonna need a source for that claim…
