Base game (which only require a subscription) contain all previous expansions, that’s including Legion. Later when Shadowlands released, BFA will be included on the base game.
As mentioned, you need a level 70 on the same realm to make a demon hunter, and only Night Elf and Blood Elf can be Demon Hunter.
When Shadowlands released, those restriction will be removed
