I had the same problem. As a druid you start with no boots at all. I didn’t realize we didn’t get boots until I was around level 20 and got my first set from BFA quests. I’d be curious to know which mob drops them.
Follow up question, do they unlock transmogs? I didn’t notice the transmog notice we normally get with a new item going into the collection. I’ll have to look closer tonight when I get back in game.
