According to a lot of people yes. when in reality friends and guildies running other friends and guildies through lowbie content has always been a part of this game. Since the WoW player bases interactions have become more and more transactional over time boosts became more focused on monetary gain.
Which means those of us who would love to help lowbie friends and guildies through a dungeon in a dead leveling world are no longer able to do that since the badly designed SoM changes.

I think so, technically.
You are letting someone else play for you when the fundamentals of an RPG is you play to advance.
Yeah, I know we all help out our lowbie friends to get their DM quests done etc. which is really nice, but technically it’s boosting.
Personally, IDC about “boosting”. Seems like a waste of gold and (sometimes) anti-social. I’d rather build my own group or giggle through it with high level guildies and a couple of lowbies.
The ONLY part I don’t like about “boosting” are the ones just sitting at the entrance portal and NOT socially engaging with the rest of the group.
'Cause part of this MMORPG is to be a part of the community, as well. At least the lowbies I “boost”, we’re engaging, and I “lol”, when they make a wrong turn, somewhere and die. And, I (the “booster” Mage can’t rez), guess they gotta walk back!

I come down in a similar point as you here as well, though as someone who enjoyed running people through old content I am admittedly a bit biased.
I think you bring up the nuances well in your post. There is definitely a version of boosting worth frowning on and one that I think should be supported. The easy fix to one killed the other.
Again though it really does seem like people are more focused on what others do independently of them and get upset about it. When it really doesn’t matter in the end.

I think this next patch could change more than just PvP. Blizzard seems to care about the future health of the game, and boosting might be one of the things they limit. I’d fully support that.

Stay out of those channels, problem solved. Discord or the forums can be your friend for groups or your guild.
Me, I am happy running solo mio. That is just my playstyle though.
I dont even bother with those channels. I am not going to pay someone to rush me to 60. It makes no sense to me, doing that leaves you virtually no grasp whatsoever on your class mechanics. I can lvl my toons just fine, and learn along the way.

oh look it didn’t fix it, it just made some classes worse to play, stop trying to nerf the game or each other’s classes
if blizzard cant fix the botting issue in the video below that’s 100% their choice to keep bots in the game, they don’t care because its free money

This addon stops working once you get a large ignore list. It lags my game for 2-4 seconds every time a guild member logs in or out.
I dont think that players that buy boosts would be interested in playing the game in the normal way lol. Basically ur group chances wouldnt change much.

You don’t know what a mega server means then. You cannot have a mega server if there are clusters of servers merged together. Are there any full server problems? No. Is the AH packed like a mega server? No. Again, you have no idea what you’re talking about at all.
I have tried it, yeah. I’m still trying to get all the boosters/spammers/gdkps added to the list, but it seems to work well so far.

Technically, BB has Layering. And griefer PvPers can Layer Hop, but that’s besides the point.
Even in “clusters”, it’s possible to hit Layering, as well, but I doubt that’s happening.
While BB’s AH isn’t the best, it can be considered “mega”, though I don’t think it is. Just overcrowded.
