Players and NPC’s who’re stunned can occasionally Dodge attacks long after stun effects are applied. IE Charge Stun, Intercept Stun, Hammer of Justice
Tested on both Warrior and now also Paladin.
I am not sure what is required to replicate this, but it happens in both PVE and PVP.
