Its not broken, Blizzard changed this a few years back to stop over enchanting items like this by putting item level restrictions. The only way around this is to enchant items early on in the game. Like Heirlooms as the enchantment will grow with the item level. but true They should remove these restrictions.
Please check your particular enchant of choice, but I believe this may be fixed now. I logged into a character with a previously un-appliable vellum for haste to gloves and the description now said it could be applied to anything up to 320 ilevel. I did try this on ilevel 54 gloves and the enchant successfully applied.
Inscription shoulder enchants (e.g. Greater Tiger Claw Inscription) and leg enchants (e.g. Angerhide Leg Armor) have also similarly had their max ilevel appliable raised (but still have a minimum character level to apply).
