To play devil’s advocate here, Blizz did say in their blog post that they started with ‘the most restrictive version’ of their planned changes, with the intent of walking it back over the course of testing and collaborating with authors in order to fine-tune things a bit more. I think it makes sense that there’d be initially a lot of collateral damage given Blizz’s approach, but it sounds like the goal is to figure out which collateral damage can be repaired while sticking to their final goal of only limiting combat stuff.
All the above said, there’s still going to be stuff that’s going to be lost because it falls under Blizz’s definition for what they want to disable, and it’ll be interesting to see where their perspective differs from the community’s in that regard. As in, what the community considers to be ‘customization’ could be considered ‘combat logic’ by Blizz and we’ll just have to give that stuff up.
