Why do gnomes worgen night elves forsaken goblins, mag’har, void elves, Lightforged Draenei, furbolg, gnolls, kobolds, Eredar, man’ari, legion need homes again?
Well, as of the Mechagnome recruitment questline, Mekkatorque is king of ALL Gnomes and is reigning from within Mechagon. I imagine the Gnomes’ new home is Mechagon itself now. So, the Gnomes do have a new home. It’d be nice if Blizzard would let them access it the same way Mechagnomes can.
It may become a holy site but I don’t see then settling in Darkshore. Most Kaldorei hate that place. It’s gloomy, grey, cold, and not enough of the land is fertile.
With all the night elves that burned alive in Teldrassil, no one will ever get over that. The pain will be with them forever.
They have probably suffered worse before.
Just because there’s no war at the moment doesn’t mean there’s peace.
No one wants to live in the Plaguelands. Except maybe the undead.

Who knows, maybe we’ll learn, in the place where the scourge originated (conceptually), how to fix the problems caused by the scourge. Also, I do not think that the horde / forsaken would be sad if they could get in a usable state Plaguelands and Ghostlands.

The Horde will be dismantled by the time Tyrande has killed its leaders. She’ll do so once she’s killed Sylvanas.
In another setting (like, WoW2 after a timeskip or something), I’d probably agree. But, as it stands, I’ve had a centralized city for over a decade, and I’d like to have one again.
Plus, in a game where the races are losing more of their unique flavor everyday, I’d like a Night Elven capital, and a repaired/reclaimed Gilneas, Exodar, Gnomeregan, a built up Telogrus, etc. A place away from Blandwind, where each race can be themselves.
Maybe not just yet. But, the Argents and CC are making decent progress at cleansing it. As of Cata, there are already Human settlers in parts of Western Plaguelands
Bashal 'Aran was a set of ruins all the way back in Vanilla, formerly haunted by both ghosts and infested with imps.
Tyrande and Malfurion set it up as a staging base for the Darkshore Warfront, that is not the same as creating an Elunite place of warship.
The fact that she used it for her ascension ritual doesn’t really change anything of the status of the Broken Isle temple, which is itself, a partial ruin.

Make Bashal’aran a cultural place of pilgrimage with elven structures. Doesn’t have to be fancy
