Druidism comes from worship, communing, and being taught by a Wild God. It’s not just a matter of “They have fur,” and none of the Celestials (Wild Gods) in Pandaria that they worship have a connection to the Emerald Dream.
In order for either Vulpera or Pandaren or really any other race to be druids, Blizzard needs to write in a Wild God that teaches them. Basically, they need new lore to accommodate these suggestions.
It’s not about the animal thing. Pandaren never had druidism in their entire history. When they broke free from the mogu they devoted themselves to monks as an alternate path and the Celestials endorsed it. Even before the Sundering they didn’t have much contact with the night elves or Cenarius. Vulpera are in a similar way. It was just never a thing for them.
Sure, why not? Your shapeshifted forms could be human, undead, and blood elf.

Don’t all Wild Gods have a connection with the Emerald Dream? I mean, the Trolls didn’t have access to Druidism either until Gonk said “Why the heck not?” And then he taught the Trolls, much to the chagrin of the other loa that were in and out.
Panda Joel can be their wild god that teaches them.

Gonk saved a bunch of loa from the Emerald Dream. They don’t all have a connection, and I seem to recall the other loa aren’t happy that he taught Trolls.
Part of the reason Celestials don’t have a connection (to my understanding) is that they weren’t aware of its existence while they were hidden by the mist like all of Pandaria.
That said, there’s no reason Pandaren couldn’t become druids in the future should Blizzard to write that one of the Celestials has started visiting the dream and decided to teach them how to be druids.
It makes for a good theme, but i mean if you’re already a animal, why would you need to transform into the exact same animal? That would be like if you came along some sentient monkey druids and Hozen druids got a monkey king form and Hugh Jackson as a form and Humans got Monkey form and gorilla form instead. 
Still would kill for cuddly fox vulpera druids down the line, we know they’re popular, could have easily given us Sethrilak and have snake druids too or give void elf druids with Manasaber / Rave bear forms or perhaps going something like a half energy, etheral panther form with crystals hanging in the air and enchanted scrolls and vestments upon them. Maybe like a mana lynx or mana eater like those Belf red flame lynxes too!
I couldn’t find any info stating they DON’T have a connection to the Emerald Dream. Only that it’s unknown if they do. Do you know if this was ever clarified?

Hmm. Not sure if I want my panda to be associated those type of furries. I mean, they have laws against them in rl for those obvious reasons.

They are already Druid. Brewmaster Panda monk is just a superior Bear form.

I feel it’s clarified in the game in that none of the Celestials have been mentioned or shown as having a connection. The Emerald Dream is barely (if at all) mentioned in the entire MoP xpac.
We’ve seen other Wild Gods in the dream. Never a Celestial.

The spirits of departed animals on Azeroth travel to the Emerald Dream as their afterlife, with the mighty G’Hanir in particular serving as the home to the spirits of winged creatures. The Wild Gods, having been linked to the Dream by Freya, also come here after dying, as do members of the green dragonflight such as Ysera and the former Dragons of Nightmare. Some druids, such as Elerethe Renferal and Thaon Moonclaw, do as well, though it is unclear if all druids do.

I’m pretty sure the Wild Gods originated from the Emerald Dream after it was created. I don’t think it’s possible for them NOT to have a connection to the Emerald Dream.
Loa are a different story, since that term used so loosely. I don’t think all loa are Wild Gods, but I’m pretty sure the Celestials are.
They weren’t happy, but it is proof that all that is needed is for a Wild God to teach them/lead them. Trolls got it when Gonk taught them, so I’m sure others could get it if, say, Xuen happened to want to teach them.
