Yes I think you should be able to pug well beyond +20, if everyone knows what they are doing you dont really need much communication. You can always tell the people who dont pug as they offer these suggestions that are just unrealistic, most groups I am in you are lucky to get a hello nevermind organize a rotation to pick up treasure.
Pugging is a learned skill, you have to know what works and what doesnt , some of these players that have sky high rating with organized groups are the most toxic terrible players in pugs.
