You would to have a required number of “Points” to spend on mobs in the dungeon or a range so you don’t get dungeons that are complete trolls either (not saying that 10k spiderlings all doing 1k hits couldn’t be interesting but I suspect it would kill the server and the client).
Side room with mobs, don’t go in and aggro them.
There are ways to force it (m+ style kill bar), but many will abuse it.
I think that like the EQ Idea they’d have to go with fixed layouts, probably the existing dungeons. They’d probably also require a completion percentage like M+. /shrug
Other things I can see there being quotas on:
- Mob type
- Bosses
- Where you can put certain types of mobs
- Affixes you can limit or add
- Mob spacing
- Mob chaining
