This Quest has been bugged for a long time., Duelmaster Rowyn wont let you start the quest, and invested a good amount of anima for it
I’ve got the same problem. no idea what to do other then choose other daily anima conducter choices i guess.

November of 2024 and this still does not work
This npc has never been the start of a quest. This npc is for a pvp world quest that requires warmode to see and participate in.
Channeling anima into the court of harvesters does not unlock that quest, it unlocks this quest
There might be others, but I know for a fact that it unlocks the one above.
