So we just find pugs until thier desired loot fails to drop then they drop raid… unless they have some incentive such as gold to remain…

Guild runs looking for a couple of fills is not a PuG…
A PuG is a Pick up Group, aka, a group of randoms just picked up for the group. Not guild members anticipating a raid or saving their lockout for their guild group.
As someone who ran 2SR pugs all throughout vanilla and tbc you are obviously as wrong as you are stupid.
Yep they sure are. They always have been. Even when GDKPs were reigning supreme we(my guild) ran our own 2sr raid all throughout vanilla and tbc.
but 250g flasks are ok? selling recipes for 1000g is ok? lol and that’s without gdkp.
