Dual Spec has massive downsides if implemented in a game like TBC which is not designed for it.
In order for it to have no down sides, they’d have to rebalance each class and each boss fight in dungeons in raids. And then it wouldn’t even resemble TBC any more (let alone that I don’t think that blizz would spend the money to do so…).

No one welcomes someone telling embarrassing truth about them in public. What people want has never been a prime motivation for me.
You’re gonna want crossrealm grouping to give people a bigger pool of players to group with.
Then you’ll need deserter debuff and vote to kick so you can get the right group comp.
You will need personal loot so people won’t cry about people need rolling for offspec.
And then you will need gear with stats that change based on spec.
Then to keep people running the dungeons you will need to put rng stats on gear.
Might as well just merge TBC into retail.
