As for the OP, while the idea is fun, it doesnt really hold a place in end game content. Most people complain about the idea of having to shift out of their chosen form to gain the most benefit from their spec.
Look at the huss and fuss from Lycaras Meditation when that came out and constant form swapping lead to a 3% increase in DPS.
Open world and delve type content though, you can flip flop your talents to fit your playstyle and play the way you want without any downsides
