The items you want will drop eventually, just maybe not in the time-frame you were expecting

RNG gonna RNG. It’s entirely possible that it won’t drop at any point while it’s relevant and it’s disingenuous to say that even it it drops in the distant future when you can solo instances and raids that it counts.
