Not sure if anyone noticed, however, all of the WQ gear rewards are only lv70. No more gear for under lv70 to help with leveling.
Just adding to the list for more visibility. Friend and I are also experiencing the same issues. Gotta be a bug. I have 7 or 8 level 70 toons and all of them were able to use world quests to get level-appropriate gear AND use the Rostrum to customize drakes pre-70.
Same issue with the Covenant button on the mini-map as well =/
Fingers crossed this gets fixed in Tuesday’s patch!
Although it shows it being lvl 70 it is not. You can complete as 60-69 and collect and equip
but the actual stats scale to the lvl of the recipient . When equip the item check the increase in stats and they will be far less than what appears to provide. The actual
lvl 70 gear is way higher and different from what lower level players see.
Not being able to use the Portal Room… specifically to Valdrakken, was reported on by Wowhead 2 days ago. They made it sound like it was intended, however, they updated the post yesterday. They said Blizzard tweeted of the issue; it IS a bug, and a fix isn’t going to be simple.

This is happening to me as well. I put in a ticket and got an automated replay. Put the ticket in again saying I did all you said to try before putting in the ticket. That was days ago and I still don’t have a reply. I just found this thread, so at least I know it’s not just me. Hopefully, today’s maintenance will fix it…? Crosses Fingers

I just made a report as well here. yeh same issue 
Work around, With the Rostrum Quest active, use the barber. This will complete the quest to use the Rostrum of transformation and allow you to continue.
Delete your retail cache folder and the Rostrum button on your mini map will return for 60-69 toons
