I think Dracthyr will have live young being that the mortal humanoid form is dominant with just enough dragon dna to give them access to dragon magic and maybe longer life spans. The reason for no young yet it’s because as soon as they were made they were mind controlled, as soon as they gained self control they were iced then only to wake up and save the drains that over them. I imagine that’s why they haven’t explored the issue of children. I’m guessing by the passing of two expansion they’ll know if they are sterile or able to have baby iguanas running around.
I don’t believe it was ever confirmed whether or not dracthyr are capable of reproducing, so there is no definitive yes or no to this question.
It’s literally the opposite. Everything about dracthyr is reptilian. It’s outright stated that dracthyr molt, even. Also Aberrus implies at most the equivalent of “we added some frog dna”, dracs are still fundamentally dragonkind.

From a storytelling PoV, it’s interesting to imagine the Dracthyr evolving from an army to an actual population. Settling down. Building cities. Becoming civilians. Figuring out agriculture. Building families. Etc. Plus we already have the Forsaken to explore the idea of a group of people who can’t reproduce through natural means.
And from a story PoV, it would be incredibly stupid for Neltharion to create a race of supersoldiers that can’t self-replicate for free, instead relying on laboratories that cost resources and can be targeted by enemies to end his supply of supersoldiers.

No. But they should reverse-engineer Neltharion’s technology in order to “infuse” existing races with dragon essence, in order to open up the Evoker class to other races. This would serve the dual-purpose of letting people be “pseudo-Dracthyr” with a humanoid form resembling any race they wanted.

Controlling the reproduction rate is the ultimate and final control for any population. Can’t have you lot eloping, falling in love and having families that you value more than dying in service of Neltharion.
