That was literally the intent of DragonLance’s “Age of Mortals.” That’s exacting what was stated in the end of the opening novel. Mortals would decide their own fate. Obviously the technicalities are different, because being tit for tat would be a copy write infringement. It was so badly received that the setting authors (Margaret Weis and Tracy Hickman) came back to write a new trilogy undoing it.
