It wouldnt surprise me because Ive seen more than a couple of level 60s in SM gear with some level 40ish greens playing in bgs. Rank 5s with no trinkets equipped blah blah.
Im not a paragon of rogue skill but I use everything I got.
Anecdotal evidence only but too many opportunities are squandered in games because people dont use interrupts or CC as well as is necessary in many situations.
