“Your spells and abilities have a chance to grant you a Glimpse of Clarity, reducing the cooldown of your next 1 spell cast by 3 sec.”
what do we have that is considered a spell?

I assume it’s just worded wrong and means ability instead of spell. Maybe test it out with a cooldown ability like Toxic Blade and let us know.
If an action can be performed by the /cast command, it’s treated as a spell.
Example:
/cast Mutilate is a spell
/cast Rupture is a spell
/cast Slice and Dice is a spell.
“Glimpse of Clarity” doesn’t seem useful for rogues.
whats the difference between spells and abilities? or is it just wording?
For the most part they are the same thing. However, something like Heart of Azeroth or a trinket might be viewed as an ability but it’s not a “spell”.
