It’s an incapacitation effect, not a stun.

Sap doesn’t have diminishing returns with stuns because it’s not a stun. It breaks on damage, putting it in the same category as Hex, Polymorph, and Freezing Trap - all of which it shares DR with.

Rogues have the ability to cc you for 20+ seconds between blinds saps kidney shots. The moment you realize how dumb that sounds is the moment you realize thats never going to change.
