Blizzard has no incentive to guarantee token gold sales. When a player takes your money and does not provide the services they were offering, it would take a bit of work to figure out what happened. But the fact that you wanted to buy that service but were ripped off means you’ll probably keep buying tokens and paying until you find a carrier who is honest and does provide you that service. So enabling scammers is profitable for the game.

It always astounds me how so many people think it requires a conspiracy to simply develop a working corporate business plan. No one is suggesting a trench coat laden smoke filled room. Just a standard business plan. It wouldn’t make much business sense to not ensure those who buy a token receive gold in a timely manner. Nor would it make any sense to allow the price to drop to undesirable levels.
