Seeing that the event occurs every 2 hours after midnight/noon, does that mean the event coincides with Phase 4 launching today?
The first one should be exactly one hour after launch, and then every two hours thereafter.

But the launch of Phase 4 is 2 PM server time on my server. So wouldn’t it start at launch time and then every two hours after?

I was hoping to start my questing route in Searing Gorge, but it seems virtually impossible to do the normal quests while the event is active, at least at level 50.
Is the design intention here that we’re just not supposed to be able to do the normal quests in Searing Gorge or Burning Steppes 50% of the time?

Do the quest npcs for the eruption only appear in between Eruption Events? As I am unable to find any of the quests in thorium point, or anywhere else during the event.
