Naw, it’s more of a ‘guilty if seen and can be captured’ society, then the guards are called.
Everyone else is innocent and likely stumbled across the body.

When you think about it… we the players… are the murderers. How many times have we just walked into someone’s house and killed them when they were just chillin doing nothing because some guard told us they were a secret cult leader. We went in there blasting with zero evidence.
We are the murserers and the detectives.

There is a a body in Silvermoon City Inn. The inn near Murder Alley. If you go upstairs you can see it. You are asked to leave.
No questline that I can tell, just the body.
Hmmm. To have something similar to a Blade of Woe an ritual would be bring forth hysteria and hystericals to the game
