If you are not in Chromie Time, I think they cap out at 30 or so? I know that if I ever ran into an unwinnable quest in Outland (namely the one to rescue the Netherdrake queen at the beginning of that storyline, or the one where you fight two elites at once - both Outlands Shadowmoon Valley), I could go back to Stormwind, pop out of Chromie Time, and then go back and 1-shot the elites, turn it back on, and continue from there.
