I dont believe it does since travel form isn’t considered a mount.

No, Travel/Flight form do not get bonuses from any mount speed equipment or items.
It’s a trade off for being the only instant cast mount in the game aside from Halloween’s broomstick.

Fly high into the sky and shift into bear form. Fall through the sky as a bear as low to the ground as you can before shifting back into Travel.
