Thought about this in Ashran. The ogre helps the side who defeats his underling and says “Ahhh the blue ones. I will help them”. He uses I and not we. Was Cho gal unique?
Every significant two headed ogre had a distinctly different personality in each head.

Exactly. Each Ogre head has a different personality.
One head will say, or can say something like “I will do this”. They don’t really care often what the other head wants and simply try to act. If they have the same goal, don’t get in their way.

I remember in fighting a two headed Ogre in Living City. Each head was a high level Monk with a Vow of Poverty. Or rather NOT fighting it. I said “screw this” and me and the other Arcane Trickster in the Group sealed it up in twin simultaneous walls of Force as we freed his slaves and beat feet.
