Burst of Speed was put in place so Rogues could compete with Monks mid MoP. Now with DH it is obvious that Rogues need help which is why Sprint was reduced to 1 minute and Shadow Step/GH with two charges the last few expansions.
Is that enough? Maybe or maybe not it it is clear that Rogues do need help.
