I’ve never received anything below the max quality, is this not normal?

I’ve never requested a public order on an item with a quality and never would.
Which essentially means I’ll never request a public order because the system is bad.

I refuse to directly interact with crafters and refuse to actually level up crafting myself so it’s my only out.
It’s worked out for me pretty well.
It happened to me once.
That was enough for me to make sure it doesn’t happen again, so all my future orders were personal ones.
Then you’ve been incredibly lucky. I can only assume you use it pretty sparingly.
I can respect that, I just hate crafting jobs so I just hit rock and pick flowers.
I’ve used it to gear this character and 3 more PvP alts.
I generally tip about 20k gold on each of mine, so maybe people put in more of an effort? Idk.
“Attach 20k to your public order so I can get skill points + gold and return a Q2 item to you” is definitely a way you can go with this.
I like guarantees. My homies can give me guarantees and if I’m going to cough up gold, I’d rather it go to a homie than some rando.
I did let a rando do my enchanted crest last night. They can’t muck that up. I’ll wait for a homie to be available and with the concentration to make my real item though.

PVP gear will always be max.
Do not engage with the work order system. That is the only way it will be removed. Blizz only does things base on engagement metric.

How would this make it so that I’m not just taking your word for it?
It will be max for PVP, even with the lowest quality mats.
I have no motive or potential gain by lying?
That means I’d have to make friends, and I don’t really wanna do that.
Are you conflating the item level scaling with quality?
