The quest will tell you to go to Crystalsong Forest Dalaran, and have a ? there with no NPC in sight. The actual turn-in NPC is Vormu, at 49, 37 in Orgrimmar in the middle of the Cata portals and near the TW vendor. If you didn’t loot the Time-Locked Cinder to get to this point, put in a ticket with a loot problem category and a GM can assist.

Anyone know where the Alliance turnin happens to be? I didn’t see it near the TW vendor in SW.
Did you check on the platform where you take the portals to Uldum, Twilight Highlands, etc? That area is generally near the vendor but not immediately next to it.

a year later and this is still true. Quest turn in shows as Dalaran on the map, but it is not
