Is this only a short term, temporary fix until you come up with something better. If not, this is a really dumb decision.

Look, Blizzard, I’m relatively new to your game. Where many of your fans have a decade or more invested, I’ve only been playing for just under a year.
But this was a stupid move born of your own pride and need to feel like you know what’s best for players when players have already been telling you.
Players who use this method to boost their alts do so because the story and questing isn’t THAT fun to do over and over again. I’ve played the Dragon Age, Mass Effect, and The Witcher trilogies through multiple playthroughs. Thousands of hours over several years. I have zero problem repeating quality, well made, and most of all, fun content. And I’m not saying the story isn’t fun or well made. It’s just not that fun or well made to repeat on 10+ characters.
You implemented the Incursions and XP buff and potion but it’s still a far cry from the efficiency that Legion Invasions offered.
Players don’t want to quest over and over and over just to level alts. Players will always look for the most effective, most efficient, and least time consuming way.
You keep trying to force players to play the game in a certain way and all it’s doing is alienating your players.
I haven’t been around a year and I can already see the pattern. I regret not having started playing the game earlier because I’ve begun to feel like the game may very well die off before I’ve had the chance to experience everything it has to offer.
I used to think that players were overreacting when I saw comments made on Reddit or here about the “fun police”.
BfA, being my first experience with a World of Warcraft expansion, has, so far, proven those commenters correct. Excessive RNG loot, nerfing or removing anything, be it gear or potions or tricks, that gave players an advantage or agency, refusing to communicate changes, refusing, or at least dragging your feet, to fix, adjust, or change the things players want and care about.
I don’t care if people are doing this. I soloed BfA content over a weekend and went from 110 to 120 as a casual player. I didn’t even finish all the quest lines before leveling to 120. I also think it would be a pain to take a 110 out there to help me level. To each their own.
However, I started playing the day this game came out and I have characters that are locked at each expansion. That makes the game fun for me. The characters that I reserved for the Legion expansion are already locked at 110. I go back to play them when I want to relive Legion. The horde and alliance characters that I wanted to get to 120 are already 120. My goal is not to get everyone to 120.
So, while you are considering doing this, please consider that most people don’t care if someone is dragging a 110 around to get to 120 faster than the two days it takes.
Good they reverted the change, but don’t let Blizzard off the hook and praise them for making a thoughtless change with a thoughtless post to accompany it. We should expect more from a company that USED to (and still should) pride its self on top quality games and not giving us products until they are finished/perfect.
If it’s 110s boosting people through Island Expeditions that is your main concern and reasoning for this ridiculous idea then how about this. Instead of forcing 110s to level automatically, you could implement something where if you have your xp locked, you are put into a different Island Expedition queue, kinda like the old BG system where you can only be put into them with other people who have locked their xp. A lot of 110’s run Islands for AP to level their necks, and even make gold outside of running people through, in the form of item drops. Auto enabling xp again, will destroy the bracket entirely and you will have A LOT of people unsubbing because this is their way of enjoying the game nowadays.

unauthorized slightly faster leveling was priority enough to warrant this?
even though blizz has recanted, they will no doubt figure out another way to impose something like this
it’s a joke at this point, we have to play the game their way, even if the content with 110-120 WASN’T mind numbing, horribly written, and watered down legion content, something like this isn’t an abuse of the system in anyway and people should be allowed to have fun
On the topic of faster Exp Gain, I would prefer, instead of current Heirlooms, that the more ‘Max-Level’ characters someone has on their account the faster subsequent characters level up.
I have 3 120s? XP boosted for my other characters by 150%. No limits. Then add a party exp-sync for people leveling with friends.

Watching this beautiful dumpster fire that is Blizzard destroying all their properties and punishing the dwindling amount of players still left for playing the game creatively is just magic. Having fun doing Legion content? Well too bad, you can only play the way Blizzard wants you to play!
You’d they would just edit the op, but no, burying it and leaving the op seems the way to go.
This is the real issue. They don’t know what is wrong with it, so they can’t fix it.
I feel like the retraction has been missed, and the fact that they already stated they rethought the change was missed.
This sucks, I turned off XP on most of my 110’s until I did things I hadn’t finished yet (like the 30 instances for the color artifact variant). I’m tired of Blizzard deciding how we should play our characters.
This is disappointing, and I think it shows how far out of touch the devs are with the playerbase. This is going to be another reason for people to hit that unsub button. People just want to have fun, and this is another thing taken away. RIP.
Translation: We noticed that players are having fun hence we work on hotfix to remove unintended fun from the game. Rest assured keeping fun away from this game is our top priority.
I turn off XP for my 110 alts so that I can queue for Legion dungeons through Group Finder and get my class hall leggings. You can easily reach 111 and lose Legion Group Finder before you finish 8 dungeons. So this change will now force me to level all of my alts until they can solo the dungeons, instead of letting me play at-level 5-player content as it was intended. Clearly, this is a horrible decision by Blizzard, with zero thought about the collateral damage to people who want to play normally.
I like how you essentially described a perfect illustration of how the scaling system is broken – and the thing that needs attention – in your attempt to justify this ham-fisted proposed change to screw over gameplay that has been A-OK with Blizzard for over a decade.
