Blizzard clearly explained what the intention of new dinars were. They are not Season 4 dinars. They are only intended as bad luck protection (basically like reroll tokens).
If you think we should be getting Season 4 dinars in non-season 4, you are certainly entitled to your own opinion. But, if you cannot understand the reasoning behind the implementation of new dinars, I can’t help you.
