This seems to be the case, yes.
My main was the one that got the echoes. T.T She doesn’t need them.
Actually… Yes this seems to be the case. Now that i think about it. I logged Mage > Rogue > DH
My Main is my Rogue. Which means my Mage recieved nothing. And my DH has no T3s that my rogue doesnt, So my rogue wouldnt get the currency.
Neither of my characters got Echoes from the M+ cache. My paladin with 1 rank 3 essence can get echoes from wq but my DK with 11 cannot?
Yeah I missed out on almost an entire essence’s worth of currency on this guy. Definitely submitted a ticket.
Even if your DH did have special T3s, your Rogue still wouldn’t have gotten currency because you logged onto it first.
I would recommend people just log onto each of their progression characters before they try to open any chests or do any BfA content.
If your main doesn’t have rank 3 essences, unless your alt has them you can’t purchase them.
I had a guildie log on to her main (monk) first and her main and one alt (pally) got echoes but her two other alts (hunter and rogue) didn’t. That doesn’t really support this theory, but it couldn’t hurt to log on to main first.

I think hunters and rogues aren’t getting them. My rogue and hunter not getting any but my priest got them. Strange ,lol
My hunter alt got them, but this guy didn’t.
Yup same for my mage, So im opening one as well. Because this is pretty crappy that this bug even exists.
BOTH of my characters have rank 3s.
I should have gotten stuff on both of them. Their log into your main first thing is bullcrap and they need to a) fix this and b) give me my dang echoes.

Hopefully once Blizzard’s ticket system blows up they’ll catch on and let people have the currency. In the long run it’s not a huge deal but short term it’s very annoying.

Yeah it’s pretty annoying. I logged on my alt first excited to get working towards the rank 3 I’ve been missing, but now my main has soulbound currenncy he can’t use and my alt has none lol 
I am in the process of switching mains.
I logged into this one first because a) she was already selected when I logged in and b) I had no idea it would matter.
