no, they downgraded BFA pet experience when they made the tamers battleable all the time, instead of just with the WQ. I’m not sure if they explicitly said so but the consensus is that they didn’t want every BFA tamer to be an unlimited xp source.
They did not, however, reduce pet XP from previous expansions (that I’ve heard of), so the common workaround is to do pandaria/wod tamers on the daily quest system, or legion tamers when they’re up (the ones for Family Familiar are repeatable), or Squirt in the draenor garrison when she’s up.
If you’re talking about BfA, the answer is no, the experience has not always been that bad. The experience was nerfed because of the Family Battler achievement, which made all tamers related to the achievement available at all times.
