For the Ensemble it should be like that. Otherwise what’s the point of this whole thing?
With the present way, you can only unlock the ensemble which you already earned in the game, on the specific character, which is totally pointless.
For regular season play this behaviour is fine.
It should be class specific.
It’s a class specific set.
You shouldn’t earn them all for just FOTM qing to 1800.
If you want it, play that class.
Leveling each class rating in the active season is fine.
BUT, with the ensembles, what’s the point when you can only unlock the sets which you already have unlocked? 
You shouldn’t just auto unlock them post-season, you didn’t earn it on that class.

As was said this isn’t the type of thing a GM can help with. Submit the detailed bug report with a link to your video and hopefully it will be fixed within the next 1-5 years.

Your shoulders are 1600 shoulders from the vendor hence the ‘Heartfire Sentinel’s Steelwings’ vs your other pieces saying ‘Obsidian Gladiator’s ’.
For the helmet in DF s2, you needed 1800:

Individually ctrl+click each piece of gear you want to mog to show up as the dressing room and save it as an ensemble.

I checked your paladin on Check-PvP and its showing your max rating on that class ever as 1695, that’s why you are unable to buy the set token and that’s why its not showing up in your mog sets.
I submitted a bug report here Dragonflight Elite PVP Ensemble Requirements Not Working, feel free to add to it. CS also confirmed that the current behaviour of the ensembles is not what it was desired.
