Ok. I came up with this one outside sipping a beer and having a cig!
Cop travels back in time, causes a paradox. Returns to present. Finds paradox has rewritten time. In need of help, he convinces a drunken doctor turned vigilante to help him gain super-powers. Main character instead is horrifically disfigured and gains massive burns as a result of his foolish attempt. But then he then convinces the doctor that now might be buzzed to help him do it again. Doctor aids him possibly out of sick glee.
It is not Back to the Future.
Silence of the Lambs works, but I was thinking Halloween. Maybe this would have been better:
Mentally ill man, with good taste in mask wear, leaves his home to make friends with some young folks by slicing them up.
