Scale ilvl in instanced PVP

TLDR - scale all ilvls in lower bracket and level 60 instanced pvp. Please blizzard, scale EVERYONE to a set item level and continue the acquisition and progression of gear like you currently have. A lot of the complaints have been so far the unfairness of entering PVP either through BGs or Arenas due to the other player/s having stronger gear.
