First I want say: Sorry for your lost, I know how that feels.
To the topic at hand: They can’t remove accounts off battle nets anymore once warbanks came into effect with TWW. I’m sure someone could bring links to have the account info put in your name rather then his, but they can’t move any accounts or toons off of his battle net to yours.

I don’t recall the correct path on tickets but yes, you van claim a decreased relative’s account (they put it in your name and let you log into it). I believe they usually need the death certificate as proof.
