Hello my friend,
Though I am a Paladin… a vessel of the light, using its power to smite down such evils as Death Knights, I may or may not secretly love their playstyle. Trying to level from 45 to Shadowlands content has been tremendously stressful, as for this bug you and many others have encountered.
I have done research, tried a great MANY things, and though I do not have a fix, I do have a work around.
As we know thanks to your posts, this bug only seems to happen with Death Knights, humans in particular. Taking damage seems to trigger it and as like you said, standing in lava can consistently trigger it (very helpful for trial and error testing). Other posts I have found reference 7.1 audio and Logitech Headsets (mine is a G633 Artemis) being the issue and it seems to add up but I cannot confirm it.
Now for the workaround, get rid of the Death Knight voice lines. Though this used to be an option, it no longer is doable without modifying the cVar.
Luckily there is an addon! Using this post from 2018 it details a very easy way to modify the cVar that controls Death Knights audio. Thanks Treno!

Navigate: Interface > Addons > AdvancedInterfactOptions > CVar Browswer

Type in “Sound_EnableDSPEffects”, change the value to 0

Reload UI or restart to be sure

Go out there and have some fun, enjyonig the sweet bliss of no static popping every minute in combat!
I have run many dungeons and have leveled 3 levels so far without ONE pop. Let me know if this works for you as well, but before I start redirecting the other forum posts to this one I want to be sure it works for more than one person!
