Almost certainly. It’s worth noting that words like cast require context to make sense in the past tense, whether that be through past/present perfect or a timeframe.
“I had cast”
“I have cast”
“I cast … last night”
If they really wanted to clean up the tooltip to be more formal, it’d just look like this.
“While under the effects of an Arcane Surge you have cast, you gain twice as many stacks of Mana Addiction.”
It very much is a word. Has multiple definitions and everything. And given the context, it’s fine. Someone is trying to justify their English degree
Just think of it in a Shakespearean way and it’s easier to ignore.

Proofreading in-game text really went downhill in WoD. I started keeping score as early as Frostfire Ridge because it had become so glaring.
I once saw a mage that casted pyroblast and oneshotted some poor soul.

I do expect to read the text in WoW and have it be properly written. The example cited was for the hero talents which are not out yet, so getting on the English Snob Train over that is dumb.
The volume of writing in the game is a lot, the text for quests alone is huge and there are going to be typos or words used wrong, we can find them still in some of the older quests. Tripping over a single word and having it stall you in place, to the point of gloating in a forum, feels twisted. It happens, it’s okay.

That’s fine. The question is where does it belong? I don’t want to read “fo shizzle” in my contract for a job or read a newspaper article with 23 skidoo in it. Slang on the streets is temporary, fleeting with shifting meaning over time and it simply belongs on the street, using it in any conventional setting weakens the message.

Are they trying to make the distinction between an Arcane Surge that you have cast and one that’s a proc? (Hell…20 years ago, was “proc” even a word?) Either way, I think “casted” saves space on the tooltip, even if it isn’t technically correct.
