The talent cycle of hatred for Havoc Demon Hunter barely works since remix, the perma buff randomly drops when a raid boss is pulled, and after it dies as well. Before Legion remix the buff and the charges were permanent and persist even after death in raids.
In M+, when the keystone begins or the countdown itself begins, the buff itself just vanish (the alleged perma buff)
This has been reported since day 1 of legion remix and is still BUG
