I think it’s because whoever compiled the patch notes just used the PTR patch notes thread and the changes that were posted on July 16th in a separate thread weren’t included.
This is also why I think it only says 50% increase to gust, which was mentioned in June in the original patch notes, but then an additional 50% buff was added in July and only mentioned in a healer tuning thread and never added to the PTR notes.

Glancing at other classes it also seems to exclude other changes from the July healer tuning like additional holy shock buffs.
