Actually, we will all be lowered to level 50. We will then level to 60 and finally choose our Covenant. At least according to the pre-sale page and the currently ongoing panel on the Expansion.

It can’t the new expac preorder states that a boosted level 120 comes in the price

They either need to state their level squish on the preorder or it is fake news about the level 50

Every Level is Meaningful: Shadowlands will introduce a new leveling system, meant to provide a meaningful sense of advancement with every level achieved. Current max-level characters will begin Shadowlands at level 50 and work toward the new level cap of 60.

The level boost just makes you max level now. The max level changes in 9.0.
